The Supplementary Vote approved under Message No. 15 proved to be insufficient to meet the Crown Agents payments. Fees and travelling expenses in respect of medical examinations of officers before returning from leave exceeded the estimate.

The above is to be met from savings under Rations for Indian Warders (1931 Estimates page 51 sub-head 17).

In view of the possible reaction on Hong Kong of the disturbances in China the formation of an emergency police unit for Kowloon is con- sidered necessary. Moreover recent building activity has resulted in certain areas being insufficiently patrolled. The formation of the following additional beats is required:-

There are at present in Kowloon two children's playgrounds; the foot of Signal Hill and the other along Chatham Road. The former serves the southern end only of the Peninsula, whilst the latter is extremely unsuitable.

An opportunity has now occurred, through the kindness of the Kow- loon Cricket Club, of establishing a children's playground on part of the ground at present allotted to the Club. The situation of the ground is excellent.

Certain works are however necessary in order to make the area suit- able for the purpose intended. The cost of these is estimated as follows :---

The present Kowloon City Post Office is situated in private premises on a monthly tenancy at a rental of $35 p.m. This arrangement satisfactory, and it is proposed to erect on Crown land a kiosk estimated cost of $2,500, plus $250 for moving, fittings, furniture etc.

As the kiosk is intended to last for a number of years it will be more economical than the present arrangement.

A vote for $2,750 is requested.
